As of 01/01/2022, the total remuneration received by the Chairman of the Pasaia Port Authority, Mr Joakin Tellería Aguirrezabala, between January 1, 2021 and December 31, 2021, was made up of the following items: fixed remuneration €69,241.06 payable in twelve monthly payments plus two extraordinary payments; variable remuneration of €19,645.58; back pay for 2020 and 2021 of €6,548.06, and €2,888.05 for length of service. 

As of 01/01/2022, the total remuneration received by the Director of the Pasaia Port Authority, Mr César Salvador Artola, between January 1, 2021 and July 4, 2021, was made up of the following items: fixed remuneration €30,574.78 payable in twelve monthly payments plus two extraordinary payments; variable remuneration of €9,016.86; back pay for 2020 and 2021 of €1,593.60, and €4,446.37 for length of service.

As of 01/01/2022, the total remuneration received by the Director of the Pasaia Port Authority, Mr David Candelario Iparraguirre, between July 1, 2021 and December 31, 2021, was made up of the following items: fixed remuneration €30,505.25 payable in twelve monthly payments plus two extraordinary payments; variable remuneration of €9,731.78; back pay for 2020 and 2021 of €1,118.18, and €1,368.10 for length of service. 

Anti-Fraud Measures Plan for implementing the Recovery, Transformation and Resilience Plan for the Pasaia Port Authority

This publication is to announce the Anti-Fraud Measures Plan for implementing the Pasaia Port Authority's Recovery, Transformation and Resilience Plan, approved by a Resolution from the President's OfficePresidential Resolution dated October 13, 2022.  

In accordance with the provisions of section 5.2.3. of this Plan, the Pasaia Port Authority would like to announce that the following whistle-blowing channels have been set up by the Pasaia Port Authority, through which anyone may report any suspicions of fraud and alleged irregularities that they may have detected in this regard.  

a)    Internal channel. The e-mail address secretaria@pasaiaport.eus has been set up in the Pasaia Port Authority's General Secretariat to deal with any complaints regarding the detection of possible fraud, or suspicion of fraud and alleged irregularities.    

  • Complaints submitted through this channel must contain the following information:  
  • A clear and detailed statement of the facts.
  • Identification of the records and department in which the events took place and/or the time frame during which they took place.
  • Name and contact details of the complainant to allow the complaint to be investigated and followed up.
  • Identification of the people involved.
  • The time when the event occurred or has been occurring.  

Confidentiality and protection of personal data will be respected.  

If a complaint is received, the General Secretariat of the Port Authority shall report the complaint as soon as possible to the Anti-Fraud Committee for investigation.  

The Anti-Fraud Committee is made up of the Managing Director of the Port Authority, who chairs it, the Head of the General Secretariat and the Head of the Economic and Financial Department.  

b)      External channel (AFCOS). If you would like to bring any facts that may constitute fraud or irregularity in relation to projects or operations funded by the European Funds to the attention of the National Anti-Fraud Coordination Service (AFCOS), you can use the channel set up for this purpose by this service, which can be accessed by clicking on the following link:

The use of these channels will be included in the relevant procurement tenders.
